China-Japan-Korea Track 2 Dialogue for Cybersecurity was Held in Beijing, China
2017.10.31On October 12 2017, the second China-Japan-Korea Track 2 Dialogue for Cybersecurity was held at the China Institute of International Studies (CIIS) in Beijing. Members from the Keio University Global Research Institute (KGRI), Microsoft Japan Co., Ltd., Peking University, Shanghai Institutes for International Studies (SIIS), Chinese Academy of Social Sciences (CASS), China Institute of International Studies (CIIS), Korea University, South Korea's National Security Research Institute, and Beijing HaiTai FangYuan Technology Co., Ltd. participated. Specialists working at these research institutions and Internet companies discussed issues such as developing cyberlaws for the three nations, international development of cybersecurity, protection of key infrastructures, cyber incident response, and cyber relations among China, South Korea, and Japan. Members from Cyberspace Administration of China, Ministry of Foreign Affairs of the People's Republic of China, and National Computer Network Emergency Response Technical Team/Coordination Center of China (CNCERT/CC) also participated.
The China-Japan-Korea Track 2 Dialogue for Cybersecurity was jointly established by Korea University, CIIS, and Keio University in 2016. It is an important platform for dialogue among the three countries, and the annual forum is hosted by each of the universities in turn. The first dialogue was held at Korea University in Seoul in 2016. Through the co-chair's statement which was approved at this year's event, all parties agreed to the importance of continuing dialogue; conducting research on issues of common interests, such as cyberlaws, cybercrime, protection of key infrastructures, and definitions of technical terms; clarifying the similarities and differences of cyber-related issues faced by China, Korea, and Japan; seeking ways to draft policies for the peaceful use of cyberspace; creating shared awareness within the region; and providing recommendations for an internationally cooperative cyberspace.
